The Russian approach to media research is presented in chapter «New forms of the digital divide» by Professor Elena Vartanova and Dr. Anna Gladkova. It covers the digital inequality in terms of social and technological issues.

The authors use a broad theoretical and empirical data describing the current state of digital inequality in Russia and other countries to point out that the concept of digital inequality has been transformed from a problem of digital access to a more sophisticated social issue (digital user skills, digital literacy, social benefits of using the technology, etc.).

Professor Elena Vartanova and Dr. Anna Gladkova show how the approaches to digital inequality have been changed, analyze a role of media politics in decreasing the inequality, investigate the influence of sociodemographic, economic, geographical factors on the level of digital inequality in different regions of the world.
